Certificate of film.
Films have to be rated so that appropriate audiences only can see them, for example if a 12 year old watched an 18 certificate film it could cause a huge amount of distress from the said 12 year old and the family. Also if a cinema was seen showing people who are underage they could possibly lose their license.
